this PR is an attempt to fix #15165 by using a similar approach that was used for JDK updates. As this is almost impossible to test (properly) for me, feel free to decline the PR.

If all things worked properly, it should suggest to upgrade to ubuntu:bionic-20200219 (at the time of writing this at least)
