Spring Cloud Config CompositeClasspathTests fails with odd noclassdef error

Two tests exclude spring-jdbc-*.jar, but JdbcEnvironmentRepositoryTests is somehow loaded and then there is a Caused by: java.lang.ClassNotFoundException: org.springframework.jdbc.core.ConnectionCallback
