Thanks for the PR, but these changes are not what #17073 intends to do. We want to change the behaviour of Netty and Undertow to match Tomcat and Jetty. Specifically, when the port is -1, the app should start but the server should not be listening for connections. We’re not yet sure how to achieve this, hence the pending design work label on the issue.
