springboot Homebrew and Scoop definitions for non-snapshot builds link to wrong repository on repo.spring.io

This is the same bug as reported in https://github.com/spring-projects/spring-boot/pull/21030 but in AbstractPackageManagerDefinitionTask this time. We should extract the code for determining the artifactory repo from the project version into a shared location and test it.
