As noted in https://github.com/spring-projects/spring-boot/issues/19788#issuecomment-576250040 we currently don't support square bracket binding notation for spring.profiles.active or spring.profiles.include.
This means you can' use YAML lists for those properties. We also can't implement a fix for #19537
